Thank you for supporting the fundraising initiatives of Rotary International District 3780.
The RI District 3780 Fundraising Platform uses a secure digital raffle system that allows supporters to purchase raffle tickets online, support participating Rotary Clubs, and receive electronic raffle tickets that can be validated and tracked through the platform.
Registered users and guest purchasers may participate. A raffle ticket becomes valid only after successful payment has been confirmed by the platform.
1. Who May Participate
The fundraising raffle is open to individuals 18 years old and above, subject to the Official Raffle Mechanics, applicable raffle permit conditions, and other legal or regulatory requirements.
Tickets must be purchased through the official RI District 3780 Fundraising Platform / Raffle Pro or through another sales channel officially authorized by RI District 3780.
2. How to Purchase Raffle Tickets
Supporters may purchase tickets in either of two ways:
Registered User
You may sign in or create an account before purchasing.
Registered users may be able to:
- View their electronic raffle tickets
- Review purchase history
- Check payment status
- View eligible draws
- Receive platform announcements and notifications
- Access their tickets again from their account
Guest Checkout
Creating an account is not required to purchase raffle tickets.
Guest purchasers must provide, at minimum:
- Full Name
- Valid Email Address
- Mobile Number
- Organization / Affiliation
Where applicable, purchasers may also be asked to select their Rotary Club, enter a referral code, or provide other information necessary for proper fundraising attribution.
3. Supporting a Rotary Club
Your raffle purchase may be attributed to a participating Rotary Club and/or Referrer.
A Referrer may share an official referral link, QR code, or referral code to help raise funds for their Rotary Club.
Before completing payment, the checkout page may display:
Your purchase supports: [Rotary Club Name]
Referred by: [Referrer Name]
The Referrer information is recorded for fundraising tracking and recognition purposes only.
Referrers do not receive commissions, payments, or any personal financial share from raffle purchases.
Any fundraising allocation associated with a referral is credited to the applicable Rotary Club’s Club Share.
Referral attribution does not increase, decrease, or otherwise affect the purchaser’s chance of winning.
4. Completing Your Purchase
The online purchase process becomes:
1. Select your tickets
Choose the desired number of raffle tickets or available ticket package.
2. Provide purchaser information
Sign in, create an account, or continue as a guest.
3. Confirm the Rotary Club and referral attribution
Review which participating Rotary Club your purchase will support and, where applicable, the Referrer connected with the purchase.
4. Review and accept the applicable terms
Confirm that you have read the Raffle Mechanics, Terms & Conditions, and Privacy Notice.
5. Pay securely
Complete payment through PayFusion or another approved payment method.
6. Receive your electronic raffle tickets
Electronic raffle tickets are generated only after successful payment confirmation.
7. Receive confirmation
Your ticket and transaction confirmation are sent to your registered email address and made available in your account where applicable.
5. When Does a Raffle Ticket Become Valid?
A raffle ticket becomes valid and draw-eligible only after successful payment has been confirmed and recorded by the platform.
Starting a payment transaction does not automatically create a valid raffle entry.
A valid ticket must generally:
- Have a unique electronic ticket number
- Be connected to a successfully confirmed payment
- Have been issued before the applicable draw cutoff
- Not have been refunded, reversed, cancelled, charged back, or invalidated
- Appear in the official eligible-ticket ledger for the applicable draw
The system timestamp recorded by Raffle Pro is used to determine operational eligibility.
6. Electronic Raffle Tickets
For every successfully paid raffle entry, the platform generates a unique electronic ticket number.
Your electronic raffle record may contain:
- Electronic Ticket Number
- Transaction Reference
- Purchaser Information
- Applicable Raffle / Draw
- Payment Status
- Rotary Club / Fundraising Attribution
- QR Code or Barcode, when enabled
Your electronic raffle ticket and its associated validated transaction record serve as the official online raffle entry.
Keep your electronic ticket and transaction confirmation until all applicable raffle draws and prize-claim periods have been completed.
7. Draw Dates and Ticket Cutoffs
Each raffle draw may have its own:
- Draw date
- Payment cutoff date
- Payment cutoff time
- Eligible ticket population
- Prize or prize tier
Only tickets with successfully confirmed payments on or before the published cutoff for a particular draw are eligible for that draw.

Important: The exact cutoff date, time, and applicable time zone should be published on this page before ticket sales formally open.
The working proposal recommends that tickets eligible for the Early Bird Draw remain eligible for the Grand Draw, unless the final approved raffle rules provide otherwise.
8. Eligible and Ineligible Tickets
Eligible Tickets
A ticket is eligible when:
- Payment has been successfully confirmed
- The ticket was issued before the applicable cutoff
- The transaction remains valid
- The ticket has not been refunded or reversed
- The ticket is included in the official draw ledger
Tickets That Are Not Eligible
The following are not valid entries:
- Pending payments
- Failed payments
- Cancelled payments
- Refunded transactions
- Reversed payments
- Charged-back transactions
- Fraudulent or invalid transactions
- Tickets issued after the applicable cutoff
- Tickets administratively invalidated under the approved raffle rules
The attached mechanics specifically require payment confirmation before ticket issuance and remove reversed or refunded transactions from future eligible-ticket ledgers.
9. Payments, Refunds and Reversals
Completed raffle purchases are generally considered final, subject to applicable law and approved exceptions.
Exceptions may include circumstances such as:
- Duplicate or erroneous charges
- Payment processing errors
- System failures
- Cancelled transactions
- Organizer-approved exceptions
- Other circumstances required by law or regulation
When a transaction is legitimately refunded, reversed, or invalidated:
- The affected raffle ticket becomes ineligible.
- The ticket is removed from future applicable draw ledgers.
- Related fundraising allocations are reversed or adjusted accordingly.
10. Fundraising Allocation and Referral Attribution
The RI District 3780 Fundraising Platform records how funds are raised through participating Rotary Clubs and their Referrers.
A typical transaction may be associated with:
District 3780 → Rotary Club → Referrer → Purchaser
Club Share
Each qualifying transaction is credited according to the approved fundraising allocation for the raffle.
The participating Rotary Club receives its applicable Club Share.
Where a purchase originates from a Referrer’s link, QR code, or referral code, the transaction is associated with that Referrer for tracking purposes, but no portion of the transaction is paid to the Referrer.
Any amount that might otherwise have been allocated as an individual Referrer or Seller commission is instead included in the Club Share.
District Share
Where the approved fundraising structure includes a District allocation, the applicable portion is recorded as District Funds Raised.
Referrer Recognition
Referrers help participating Rotary Clubs raise funds by promoting the raffle and sharing their referral links or codes.
The platform may track:
- Number of successful purchases attributed to a Referrer
- Number of tickets generated through the referral
- Total funds raised through the Referrer’s efforts
- Rotary Club supported
- Referral ranking or recognition, if enabled
This information is for fundraising measurement and recognition only. Referrers receive no commission or financial compensation.
11. How the Draw Is Conducted
Before each raffle draw, RI District 3780 will establish the official population of eligible tickets.
The draw process generally includes:
Step 1 — Freeze the Eligible Ticket Population
A timestamped list of all eligible electronic ticket numbers is generated after the applicable cutoff.
Step 2 — Validate the Approved Draw Method
The draw will use the method approved by RI District 3780 and consistent with applicable raffle requirements.
This may include an approved:
- Electronic random draw
- Physical lottery/draw system
- Hybrid draw procedure
- Other legally approved draw method
Step 3 — Supervised Draw
The draw is conducted under the supervision of authorized RI District 3780 officials and/or the designated Raffle Committee.
Step 4 — Record the Result
The platform or official draw record documents relevant information including:
- Winning ticket number
- Draw date and time
- Draw method
- Applicable prize
- Authorized officials present
Step 5 — Validate the Winning Ticket
Before a prize is released, the winning ticket’s payment status, eligibility, purchaser information, and official transaction record are verified.
12. Winner Announcement and Notification
Winners may be notified through one or more of the following:
- Registered email address
- Mobile number
- Registered platform account
- RI District 3780 website
- Official RI District 3780 social media channels
- Other official District communication channels
Winning ticket numbers may also be publicly announced.
The platform may retain a record of notification attempts.
Failure to receive an email, text message, or account notification does not automatically invalidate an otherwise valid winning ticket.
13. Claiming a Prize
A winning participant will be required to provide sufficient information to establish ticket ownership and eligibility.
This may include:
- Winning electronic ticket or ticket number
- Valid government-issued identification
- Transaction reference or proof of purchase
- Registered email address
- Registered mobile number
- Additional documents reasonably required for high-value prizes
The information presented by the claimant must correspond with the official Raffle Pro transaction and ticket records.
Prize Claim Period

14. Taxes, Registration and Other Prize Costs
Any responsibility for taxes, registration, transfer fees, insurance, delivery expenses, or other costs associated with a prize will be governed by:
- The specific prize conditions
- Applicable laws and regulations
- The approved raffle permit
- The final Official Raffle Mechanics
Where a prize carries a manufacturer’s or supplier’s warranty, the applicable manufacturer’s or supplier’s warranty conditions will govern unless otherwise stated in the official prize terms.
15. Referral and Fundraising Integrity
RI District 3780 may investigate transactions involving manipulation of referral links, falsified purchaser information, duplicate transactions, fraudulent payments, or attempts to improperly change Club or Referrer attribution.
Once a transaction has been successfully paid, its Club and Referrer attribution should normally be locked.
Any authorized correction must:
Have a valid reason → Be performed by an authorized administrator → Be recorded in the platform audit trail
A change in Referrer attribution does not create any entitlement to payment because Referrers do not receive commissions or personal financial shares.
16. Data Privacy
Purchaser information collected by the platform may be used for legitimate raffle administration purposes, including:
- Ticket issuance
- Payment processing
- Ticket retrieval
- Draw eligibility
- Winner notification
- Prize validation
- Transaction reconciliation
- Rotary Club and fundraising attribution
- Fraud prevention
- Administrative reporting
Purchaser information will be handled in accordance with the published Privacy Notice and applicable data privacy requirements.
During checkout, participants should be required to acknowledge:

17. Official Platform Record
For online raffle transactions, the validated Raffle Pro and payment system records constitute the primary operational reference for:
- Payment status
- Electronic ticket number
- Transaction timestamp
- Purchaser information
- Rotary Club / fundraising attribution
- Applicable draw
- Draw eligibility
- Winner validation
- Prize-claim status
Demonstrated errors may be corrected only through authorized administrative procedures and should be properly documented.
18. Important Participant Reminder
Before completing your purchase:
✓ Check your name, email address and mobile number carefully.
These may be used to validate your ticket and contact you if you win.
✓ Confirm the Rotary Club you are supporting.
✓ Review your ticket quantity and total payment amount.
✓ Wait for successful payment confirmation.
A pending payment is not yet a valid raffle entry.
✓ Keep your ticket confirmation and transaction reference.
✓ Review the cutoff date for each applicable draw.
✓ Only successfully paid and validated tickets are eligible to win.
